The Bihar-cadre IPS officer, now City SP of Muzaffarpur, has been invited to a Florida event where he is expected to be honoured. The invitation has brought renewed attention to his path from poor school results to IIT Delhi and the civil services.
IPS officer Mohibullah Ansari has drawn fresh attention after reports said he had been invited to a programme in the United States where he is expected to be honoured for his work in policing, public service and leadership.
The recognition has not yet been presented. The Association of World Fair & Fest USA lists its seventh World Fair & Fest and American Business & Youth Summit at the Sheraton Tampa Brandon Hotel in Florida on December 12th-13th, 2026. Its programme includes an award ceremony.
There is, however, some uncertainty over the precise title of Ansari’s recognition. Several recent reports describe it as “The Asian Hero Award 2026”, whereas News4Nation, citing his invitation, calls it an “Award of Honour & Felicitation” and says the invitation praised his police service, leadership, achievements and contribution to society. Until the organiser publishes a recipient list or final citation, the more precise formulation is that Ansari has been invited to receive recognition at the Florida event.
From difficult pre-boards to IIT Delhi
Ansari is from Siwan in Bihar. In a 2024 interview with The Indian Express, he recalled that academics had not been his main interest during his early school years. His father’s transferable job took the family to Darbhanga, and he later attended school in Patna.
Ansari said his enthusiasm for extracurricular activities affected his studies and that he failed his pre-board examinations in both Classes 10 and 12.
The setback in Class 12 proved important. Ansari hoped to study at an Indian Institute of Technology, but his poor academic performance prompted criticism at home. He responded by taking his studies more seriously and preparing for his school examinations alongside the engineering entrance tests.
In 2011, he entered IIT Delhi to study chemical engineering. He later recalled that college life still involved far more than academics: he took part in societies, extracurricular activities and hostel affairs. After completing his BTech, he took a corporate job in 2015.
It did not hold him for long.
Ansari told The Indian Express that within days of starting work he realised that he wanted a career through which he could have a wider public impact. He left the job and turned to the Union Public Service Commission’s Civil Services Examination.
Setbacks before success in the civil services
Ansari moved to Delhi’s Old Rajendra Nagar in 2015 and began preparing for the examination. He progressed through significant stages in earlier attempts but did not initially make the final list. After a break, he resumed his preparation and studied at Jamia Millia Islamia’s Residential Coaching Academy.
His success came in the Civil Services Examination 2020, whose final results were announced in September 2021.
Here, some recent profiles contain an error. They give Ansari’s all-India rank as 381. The official result and service-allocation records instead place Mohibullah Ansari at rank 389, with roll number 1539948, and record his allocation to the Indian Police Service. Jamia Millia Islamia’s own list of successful Residential Coaching Academy candidates also gives his rank as 389.
Official IPS records identify him as a 2021-batch Bihar-cadre officer. A Ministry of Home Affairs notification issued in July 2025 says his confirmation in the IPS took effect on March 28th 2025.
From Saran to Muzaffarpur
The IPS civil list records one of Ansari’s early field assignments as Assistant Superintendent of Police in Saran.
In January 2026, he took charge as City SP of Muzaffarpur. On assuming office, he identified organised crime, illegal liquor and sand operations, land-related crime and street snatching among the areas requiring police attention.
His name has since appeared in reports on several investigations and police drives in the district.
In June, Muzaffarpur police arrested three suspects after a high-profile theft at the Muzaffarpur Club. Ansari said investigators had analysed CCTV footage and used technical investigation and intelligence inputs to identify the suspects.
In August, a district-wide police drive led to 342 arrests, with 190 people sent to judicial custody. Ansari told reporters that the operation was intended to curb crime and speed up the disposal of pending cases.
These cases provide some recent context for the invitation from the United States, although the organiser has not published a detailed assessment setting out which of Ansari’s policing initiatives led to his selection.
An old story returns to the spotlight
Much of the interest surrounding the Florida invitation has centred not only on Ansari’s police career but also on the route that brought him there.
It is an unusual progression: a school student who failed two pre-board examinations; an engineering aspirant who reached IIT Delhi; a graduate who left a corporate job within days; and a civil-services candidate who persisted after setbacks before entering the IPS.
Ansari has previously presented those failures not as evidence of later academic brilliance but as lessons in persistence. In his 2024 account, he spoke of patience, consistency and the ability to perform under pressure as qualities tested by the civil-services examination.
Five years after his UPSC result, the invitation to Florida has brought that story back into public view.
Whatever final title appears on the recognition in December, the documented path behind it is already clear: from Siwan to IIT Delhi, rank 389 in the Civil Services Examination, the Bihar cadre of the IPS and, now, the post of City SP in Muzaffarpur.
